Use of Force Part II: Rules of Engagement

Rules of engagement refer to the orders issued by a competent authority that delineate when, where, how, and against whom opposing force may be used, and the implications for what actions officers may take their own authority and what directives may be issued by State-Federal Statutes, Policy-Procedure and Command staff directives.

This new two-part course will focus on an officer’s personal and professional worldview by identifying how to control, de-escalate and manage themselves and others. They will examine use of force as it relates to the policies and procedures regarding Duty to Intercede, Duty to Render Aid, and De-escalation.

At the center of the discussion will be Minnesota Statute § 609.066, Authorized Use of Deadly Force By Peace Officers, including the recent amendment to the four-decade statute placing new requirements on peace officers.

  • What are the new state and federal requirements?
  • How has case-law evolved regarding authorized use of deadly force in Minnesota?
  • As a peace officer, what expectations exist under these new laws?

This class will be engaging and allow for officer’s to participate in reality-based hypotheticals to better inform them of the law and polices while allowing each to articulate why force was or was not justified.

Imran is a shareholder with Eckberg Lammers and the Senior Director of Training, Consulting and Investigation Services for the Law Enforcement Training Academy & Consulting (LETAC) team. As a career long trial lawyer, his practice is also focused on Complex Litigation, Personal Injury, and Municipal Prosecution. After serving over seventeen years as a felony-level prosecutor in the state of Minnesota, his extensive experience is recognized both in the courtroom and community. Imran has prosecuted some of the most complex cases in Minnesota. Working with victims of crime has provided Imran with the passion needed to succeed in the courtroom. He has developed law enforcement training programs that employ participates to serve their communities with honor and integrity while being equipped with the appropriate tools in decision-making.
