Effective communication is the foundation of successful law enforcement. It bridges gaps, fosters understanding, and ensures that officers can carry out their duties with clarity, respect, and professionalism. In Minnesota, communication has been at the forefront of police reform discussions, particularly in use-of-force cases. However, its impact extends far beyond that. Strong communication skills are essential for:

  • Public Safety and Trust: Effective communication helps law enforcement officers establish trust and credibility with the community. When officers communicate clearly and transparently, it fosters better relationships and understanding, which is essential for public safety.
  • Conflict Resolution: Many situations that law enforcement officers encounter requires swift and effective conflict resolution. Good communication skills allow officers to de-escalate potentially volatile situations, reducing the risk of harm to themselves and others.
  • Information Gathering: Officers often need to gather information from various sources, including witnesses, victims, and suspects. Clear communication ensures that they can obtain accurate and detailed information, which is vital for investigation and decision-making.
  • Collaboration: Law enforcement often involves collaboration with other agencies, departments, and community organizations. Effective communication facilitates better coordination and cooperation, ensuring a cohesive approach to managing public safety.
  • Internal Efficiency: Within law enforcement agencies, good communication ensures that all members are informed and aligned with objectives and protocols. This internal clarity reduces misunderstandings and enhances operational efficiency.

This new four-part course will focus on an officer’s personal and professional worldview by identifying how to control, de-escalate and manage themselves and others. They will examine the use of force as it relates to the policies and procedures.

At the center of the discussion will be Minnesota Statute § 609.066, Authorized Use of Deadly Force by Peace Officers, including the recent amendment to the four-decade statute placing new requirements on peace officers.

  • What are the new state and federal requirements?
  • How has case-law evolved regarding authorized use of deadly force in Minnesota?
  • As a peace officer, what expectations exist under these new laws?

This class will be engaging and allow for officers to participate in reality-based hypotheticals to better inform them of the law and policies while allowing each to articulate why force was or was not justified.
