Minnesota State Mandated Training Course

This 2-day course provides officers with their 16 hours of the State of Minnesota yearly mandated trainings. Officers will examine Crisis Response, Conflict Management, Autism, and Cultural Diversity.

Law Enforcement is constantly learning new skills to keep up with the demands of the ever-increasing social issues, which are matched only by the level of complexity in every situation. This seminar goes beyond the physical tactics required by law enforcement and equips officers with training to promote the safety of all involved in positive crisis response.

POST Approved

  • Law Enforcement Guide to Understanding Autism: 4 hours (Minimum 4 hours per statute)
  • Crisis intervention Mental Illness Crisis: 6 hours ( Minimum 6 hours per statute)
  • Cultural Diversity – Implicit Bias / Community engagement: 3 hours (minimum 1 hour per statute)
  • Conflict Management / Mediation: 3 hours (Minimum 1 hour per statute)

TOTAL: 16 hours - Minimum per statute

Course Learning Goals

Crisis Intervention

In this 6-hour course, learn field-level triage for primary mental health disorders, symptom cluster, potential complications within the law enforcement intersections, and methods for engaging individuals struggling with their crisis.

Understanding Autism

Develop a deeper understanding into autism spectrum disorder (ASD), gain recognition in identifying behaviors associated with ASD,how disparities can be barriers inform law enforcement response, and gain strategies and practices to promote safe, effective, and positive outcomes when in situations involving ASD.

Cultural Diversity

Explore the ongoing influence of race relations, strategies to reconcile past injustice, and the importance of fair and impartial policing. Learn how history shaped laws to alienate and angered disadvantaged communities of color. You will then turn the lens to identify your own bias and learn about strategies to help reduce the negative influence of bias.

Conflict Management / Mediation

Based upon circular communication instead of direct conflict resolution communication, you will learn the D.M.C. model, which allows both officers and the community to be heard, building respect and trust. You will also be introduced to the basics of equitable communication by learning how to make contact, the internal factors, the issues taking place currently, and the difference in cultural norms.

Presenters/Speakers

Dr. Shawn Moore

Distinguished LETAC Faculty
Dr. Shawn Moore is a former Police Officer for Brooklyn Center Police Department. He has 20 years of professional experience in the field of Cultural Competency, Conflict Resolution, and Community Engagement. This has included, working as a community liaison in the Moundsview School District, a community and cultural coordinator for North St. Paul School District, Coordinating the Scholars Program at Century College, and Director of community engagement and service learning at Bethel University, and Metro State University. He has taught in this field as an adjunct professor, senior Mall of America training officer, and community-training liaison. Shawn is currently a Volunteer State Mediator for Hennepin County. Throughout all of his work experience he has been tasked with the responsibility to teach and conduct cross-cultural, conflict resolution, and community engagement workshops and trainings. He also gained experience from his time living abroad which included living in Guam for 4 years. Also, Shawn spent significant time in Japan, Korea, China, the Philippines, Australia, and South Africa.

Hector R. Matascastillo

MSW, LICSW, Distinguished LETAC Faculty
Hector R. Matascastillo, MSW, LICSW, was born in Guatemala City, Guatemala and was raised in Chicago, Illinois. When he was 17, he joined the Army and served in multiple countries for various operations over a span of 18 years. After his last deployment to Iraq in 2007 as a First Sergeant of an infantry company, Hector left the military and completed the Master of Social Work degree program at Augsburg College in 2010. He is formally trained in, EMDR, DBT, and Healing of Memories protocol and principle-based interventions with an Adlerian theoretical orientation. As a multilingual/multicultural therapist, Hector has worked with the first responder, Latino, Veteran, and SPMI populations from micro to macro level. He works with men and women, focusing primarily on trauma and shame. Hector has a strong background in training and public speaking. He is currently a Director at Life Development Resources, P.A. as well as in his own practice consulting to law enforcement, local governments and serves on multiple community endeavors. Hector also serves as the mental health consultant and crisis negotiator to the South Metro SWAT Crisis Negotiation Team. Hector is currently towards the end of completing his PhD in clinical psychology with a specialty in forensic psychology. He currently resides in St. Paul with his wife children.
