Minnesota State Mandated Training Course

This 2-day course provides officers with their  State of Minnesota yearly mandated trainings. Officers will examine Crisis Response, Conflict Management, Autism, and Cultural Diversity.

Law Enforcement is constantly learning new skills to keep up with the demands of the ever-increasing social issues, which are matched only by the level of complexity in every situation. This seminar goes beyond the physical tactics required by law enforcement and equips officers with training to promote the safety of all involved for positive crisis response.

Course Descriptions:

Law Enforcement Guide to Understanding Autism

Develop a deeper understanding into autism spectrum disorder (ASD), gain recognition in identifying behaviors associated with ASD, how disparities can be barriers inform law enforcement response, and gain strategies and practices to promote safe, effective, and positive outcomes when in situations involving ASD.

Crisis intervention Mental Illness Crisis

In this 6-hour course, learn field-level triage for primary mental health disorders, symptom cluster, potential complications within the law enforcement intersections, and methods for engaging individuals struggling with their crisis.

De-Escalation and Conflict Management Strategies

This course is designed to give officer a baseline understanding of how to engage in dialogue with different cultural groups. This course also includes De-escalation Techniques based upon different cultural group. This includes cultural triggers, De-escalation techniques. This is a hands-on/lecture style course includes, videos, lecture, and Role playing.

Within the DMC model are the 4 C’s: Contact, Context, Content, and Contrast. Officers will be introduced to basics of equitable communication through learning about how to make contact, the internal factors, the issues taking place currently, and difference in cultural norms.

What You Do Matters: Lessons Learned from the Holocaust

The Holocaust was an unspeakable horror from WWII. After a visit to the United States Holocaust Memorial Museum in Washington, D.C. in 2006, Todd Larson and Jason Kalish recognized that the Holocaust is much more than a chapter from a history book. The Holocaust provides important insight into the consequences when a government shifts the mission of police from protecting individuals to supporting the abuse of basic human rights.

How Germany changed in less than a decade from a free, democratic, and scientifically advanced society to a totalitarian regime that systematically targeted and murdered millions of its own citizens is a lesson a free society must learn. In the words of Chief Prosecutor Robert Jackson at the Nuremberg War Crimes Trial in 1945, “Civilization cannot tolerate their being ignored, because it cannot survive their being repeated.”

This seminar, “What You Do Matters”, examines policing within the legal and political framework of Nazi Germany – a journey that eventually turned those who should protect life and liberty into those who intimidated, humiliated, deported, and eventually murdered millions of innocent people. Using historical images and stories from the Holocaust, facilitators engage students in a dialogue about the role of law enforcement in today’s communities and the importance of core values in ensuring the integrity and vibrancy of democracy.

Presenters/Speakers

Dr. Shawn Moore

Distinguished LETAC Faculty
Dr. Shawn Moore is a former Police Officer for Brooklyn Center Police Department. He has 20 years of professional experience in the field of Cultural Competency, Conflict Resolution, and Community Engagement. This has included, working as a community liaison in the Moundsview School District, a community and cultural coordinator for North St. Paul School District, Coordinating the Scholars Program at Century College, and Director of community engagement and service learning at Bethel University, and Metro State University. He has taught in this field as an adjunct professor, senior Mall of America training officer, and community-training liaison. Shawn is currently a Volunteer State Mediator for Hennepin County. Throughout all of his work experience he has been tasked with the responsibility to teach and conduct cross-cultural, conflict resolution, and community engagement workshops and trainings. He also gained experience from his time living abroad which included living in Guam for 4 years. Also, Shawn spent significant time in Japan, Korea, China, the Philippines, Australia, and South Africa.

Imran Ali

Attorney, Senior Director of Training, Consulting and Investigation Services
Imran is a distinguished trial lawyer and shareholder at Eckberg Lammers, bringing two decades of legal expertise to his role as the Executive Director of Training, Consulting, and Investigation Services (LETAC). Imran's commitment extends beyond the courtroom, where he has successfully handled intricate cases, including homicide, sexual assault, and human trafficking. With a passion for victim advocacy, Imran has become a prominent figure in the criminal justice profession, training judges, law students, and thousands of law enforcement professionals nationwide. Recognized for his outstanding contributions, he was named Minnesota Attorney of the Year in 2016 and 2020, solidifying his reputation as a legal luminary dedicated to upholding justice with honor and integrity.

Cody Yard

Distinguished Faculty
Cody has been a police officer with the city of Apple Valley, MN for 10 years. He has been a patrol officer throughout his career. Cody has held different supplemental positions throughout his career. He is currently a K9 handler, firearms instructor, a member of the peer support team, a crisis negotiator with the South Metro SWAT CNT team, and is also a law enforcement presenter and coach for Minnesota CIT. Cody has a strong passion for mental health and crisis response. He recognizes the need for a shift in how law enforcement responds to these types of calls, and the significant rise of crisis and check the welfare calls. Cody is committed to ensuring everyone’s safety in these dynamic situations. He is an avid reader of all things mental health related, and brings that information back to the law enforcement community. He has attended multiple trainings in mental health, and he also has a passion for self-care for law enforcement professionals. Cody was awarded Crisis Negotiator of the Year in 2023. He responded to three separate attempts of suicide by jumping from a bridge where he was able to come to a successful resolution with those individuals and self harm was avoided. In his spare time Cody is pursuing his own business in photography and videography, trains Brazilian Jiu Jitsu, spends time hiking, hunting, and camping, and is always searching for the best slice of pizza.

Leah Isaacson

Distinguished Faculty
Leah graduated with her Bachelor Arts in Theater from Concordia University. Leah is a stage and film actor in the Twin Cities. She also got accepted into The Groundlings Theater in Los Angeles where she studied and worked on her improvisation skills. She has been doing crisis acting since 2015. She then became a crisis actor coordinator where she hired and trained actors for crisis intervention work. She also teaches improvisation at Minneapolis Community and Technical College as an adjunct professor. Throughout her time working with other crisis intervention teams - she saw the need to create an actor company that works directly with providers to ensure trainings that are realistic and applicable to you and your staff. That is where First Response Actors was created. As a company, we have worked with Eagan Police Department, Dayton Police Department, Hennepin County SWAT, Burnsville SWAT, St Louis Park Fire Department, just to name a few. First Response Actors is excited to be apart of the Eckberg Lammers team.

Lee Vague

Director of Special Projects
Lee has over three decades experience in public safety, leadership and instruction. His passion is building culture, leading organizations through challenges and creating positive change. Before joining Eckberg Lammers, Lee was the public safety director and police chief for the City of Woodbury, MN. Prior to that, he worked 18 years as a police officer and patrol sergeant. Throughout his career, Lee has taught classes and developed curriculum for the Minnesota Bureau of Criminal Apprehension and has consulted and instructed on numerous topics including coaching, emerging leadership, implicit bias and management and supervision.

Kelly Friesen

Registered Public Health Nurse
Kelly Friesen, a Registered Public Health Nurse with over three decades of experience, has dedicated her career to advocating for others in both acute care and community settings. Her journey into autism advocacy began in 2001 when her son was diagnosed with an autism spectrum disorder, leading her to educate herself and others, earning autism certification through the Autism Society of Minnesota in 2016. In 2022, she founded Friesen Holistic Services LLC, pioneering Nurse Advocate Services to enhance life skills and foster independence for neurodiverse individuals. Her advocacy extends to roles like the Minnesota Waiver Reimagine Advisory Committee and testimony before the Minnesota Senate Human Services Committee. Kelly's work with law enforcement has been crucial for her son's development, and her informed policing instruction bridges understanding between the autism community and law enforcement, a connection deepened by her daughter's marriage to a police officer.
