Minnesota State Mandated Training Course

This 2-day course provides officers with their  State of Minnesota yearly mandated trainings. Officers will examine Crisis Response, Conflict Management, Autism, and Cultural Diversity.

Law Enforcement is constantly learning new skills to keep up with the demands of the ever-increasing social issues, which are matched only by the level of complexity in every situation. This seminar goes beyond the physical tactics required by law enforcement and equips officers with training to promote the safety of all involved for positive crisis response.

Course Descriptions:

Law Enforcement Guide to Understanding Autism

Develop a deeper understanding into autism spectrum disorder (ASD), gain recognition in identifying behaviors associated with ASD, how disparities can be barriers inform law enforcement response, and gain strategies and practices to promote safe, effective, and positive outcomes when in situations involving ASD.

Crisis intervention Mental Illness Crisis

In this 6-hour course, learn field-level triage for primary mental health disorders, symptom cluster, potential complications within the law enforcement intersections, and methods for engaging individuals struggling with their crisis.

M2M American Stories of Cultural Change

This course examines the history of race relations and policing in the United States through historical stories of resiliency against oppression that reveal the roots of persistent inequalities and foster a deeper understanding of the issues facing our communities today. Participants will journey from America’s birth to the present day, while discovering how institutional racism and the laws, policies and practices in our country have historically disadvantaged people of color creating fear and mistrust. M2M explores individual behaviors, defines explicit and implicit bias, and provides practical strategies for how to identify and interrupt implicit bias in their lives and in their daily work. Through this historical and exploration, participants in M2M are challenged to make a commitment to create positive change through engagement and impartial police practices that collectively will help create safer communities for all people.

De-Escalation and Conflict Management Strategies

This course is designed to give officer a baseline understanding of how to engage in dialogue with different cultural groups. This course also includes De-escalation Techniques based upon different cultural group. This includes cultural triggers, De-escalation techniques. This is a hands-on/lecture style course includes, videos, lecture, and Role playing.

Within the DMC model are the 4 C’s: Contact, Context, Content, and Contrast. Officers will be introduced to basics of equitable communication through learning about how to make contact, the internal factors, the issues taking place currently, and difference in cultural norms.

Code 4 Mind

Today’s Climate in Law Enforcement creates incredible pressures and enormous stress on our nation’s Police Officers. The daily exposure to continued trauma and stress takes its toll on the officer’s mental health.

Hate Crime

Hate Crime is often misunderstood and as a result, unfortunately, goes unreported by victims, witnesses and even our Law Enforcement officials. This course will explore the serious impact of hate crimes and discuss how Law Enforcement can play a significant role in Minnesota’s fight, against hate groups and crimes committed, motivated by bias.

Presenters/Speakers

Dr. Shawn Moore

Distinguished LETAC Faculty
Dr. Shawn Moore is a former Police Officer for Brooklyn Center Police Department. He has 20 years of professional experience in the field of Cultural Competency, Conflict Resolution, and Community Engagement. This has included, working as a community liaison in the Moundsview School District, a community and cultural coordinator for North St. Paul School District, Coordinating the Scholars Program at Century College, and Director of community engagement and service learning at Bethel University, and Metro State University. He has taught in this field as an adjunct professor, senior Mall of America training officer, and community-training liaison. Shawn is currently a Volunteer State Mediator for Hennepin County. Throughout all of his work experience he has been tasked with the responsibility to teach and conduct cross-cultural, conflict resolution, and community engagement workshops and trainings. He also gained experience from his time living abroad which included living in Guam for 4 years. Also, Shawn spent significant time in Japan, Korea, China, the Philippines, Australia, and South Africa.

Cody Yard

Distinguished Faculty
Cody has been a police officer with the city of Apple Valley, MN for 10 years. He has been a patrol officer throughout his career. Cody has held different supplemental positions throughout his career. He is currently a K9 handler, firearms instructor, a member of the peer support team, a crisis negotiator with the South Metro SWAT CNT team, and is also a law enforcement presenter and coach for Minnesota CIT. Cody has a strong passion for mental health and crisis response. He recognizes the need for a shift in how law enforcement responds to these types of calls, and the significant rise of crisis and check the welfare calls. Cody is committed to ensuring everyone’s safety in these dynamic situations. He is an avid reader of all things mental health related, and brings that information back to the law enforcement community. He has attended multiple trainings in mental health, and he also has a passion for self-care for law enforcement professionals. Cody was awarded Crisis Negotiator of the Year in 2023. He responded to three separate attempts of suicide by jumping from a bridge where he was able to come to a successful resolution with those individuals and self harm was avoided. In his spare time Cody is pursuing his own business in photography and videography, trains Brazilian Jiu Jitsu, spends time hiking, hunting, and camping, and is always searching for the best slice of pizza.

Leah Isaacson

Distinguished Faculty
Leah graduated with her Bachelor Arts in Theater from Concordia University. Leah is a stage and film actor in the Twin Cities. She also got accepted into The Groundlings Theater in Los Angeles where she studied and worked on her improvisation skills. She has been doing crisis acting since 2015. She then became a crisis actor coordinator where she hired and trained actors for crisis intervention work. She also teaches improvisation at Minneapolis Community and Technical College as an adjunct professor. Throughout her time working with other crisis intervention teams - she saw the need to create an actor company that works directly with providers to ensure trainings that are realistic and applicable to you and your staff. That is where First Response Actors was created. As a company, we have worked with Eagan Police Department, Dayton Police Department, Hennepin County SWAT, Burnsville SWAT, St Louis Park Fire Department, just to name a few. First Response Actors is excited to be apart of the Eckberg Lammers team.

Krismarie (Kibbie) Claflin

Distinguished Faculty
Krismarie (Kibbie) Claflin is a Licensed Independent Clinical Social Worker who has worked in crisis since 2014. Kibbie received her master’s in clinical social work from the University of St Thomas and undergraduate in social work from the University of St Catherine. Her experience includes current, acute crisis assessment and intervention as well as post-crisis stabilization services and brief therapeutic treatment. For the past three (plus) years, Kibbie has been an embedded mental health professional with law enforcement serving in partnership with a dedicated police officer partner working for Dakota County Social Services. Kibbie has worked with Washington County’s Crisis Response Team in a temporary part-time role as their program was being developed. She is also as certified Crisis Negotiator serving with South Metro S.W.A.T.’s Crisis Negation Team. Kibbie is also has specialized training in trauma therapy, EMDR, Nurtured Heart and Family Systems and is fluent in American Sign Language. She provides training of mental health, autism spectrum disorder and de-escalation to law enforcement, first responders and social workers. Kibbie has a passion for crisis work and the intersection between mental health and law enforcement. She has presented at several local, county and state about program development, crisis intervention, and the partnership with law enforcement.

Lee Vague

Director of Special Projects
Lee has over three decades experience in public safety, leadership and instruction. His passion is building culture, leading organizations through challenges and creating positive change. Before joining Eckberg Lammers, Lee was the public safety director and police chief for the City of Woodbury, MN. Prior to that, he worked 18 years as a police officer and patrol sergeant. Throughout his career, Lee has taught classes and developed curriculum for the Minnesota Bureau of Criminal Apprehension and has consulted and instructed on numerous topics including coaching, emerging leadership, implicit bias and management and supervision.
