Field Teaching Officers Certification Course

POST APPROVED 40 Hour FTO Certification Course

This 40-hour course is specifically designed for experienced personnel selected to serve as FTO for probationary Police officers.

This course encompasses a full spectrum approach and understanding of one of the most in-depth field teaching platforms,  providing FTOs with a higher level of education, training, and experience. Officers who successfully complete this course will possess the knowledge, adaptability and confidence to prepare their probationer for a successful completion of the Field Training Program.

The course curriculum focuses on the successful completion and proper documentation through paneled teaching and discussion and hands-on application with individual/student exercises. Students will be exposed to daily DOR assessment activities, reviewing BWC footage, and participating in scenario-based training with an actual, one-on-one debriefing with experienced Field Training Officer Supervisor(s), Law Enforcement officers and role players.

The first three days will be in-classroom lectures, activities, and coursework with a distinguished panel of subject matter experts. Days four and five will consist of the Groebner Phase, honorably named after the late Officer Eric Groebner, APD. This phase consists of out-of-classroom, practical exercises, completing DORs, documentation, and debriefing practice in our FTO course- an idea that originated from Officer Groebner.

This course represents one of the most researched, comprehensive, and advanced full-spectrum FTO curricula, preparing your agency's next generation of Field Training Officers.

Presenters/Speakers

Lee Vague

Director of Special Projects
Lee has over three decades experience in public safety, leadership and instruction. His passion is building culture, leading organizations through challenges and creating positive change. Before joining Eckberg Lammers, Lee was the public safety director and police chief for the City of Woodbury, MN. Prior to that, he worked 18 years as a police officer and patrol sergeant. Throughout his career, Lee has taught classes and developed curriculum for the Minnesota Bureau of Criminal Apprehension and has consulted and instructed on numerous topics including coaching, emerging leadership, implicit bias and management and supervision.

Dr. Shawn Moore

Distinguished LETAC Faculty
Dr. Shawn Moore is a former Police Officer for Brooklyn Center Police Department. He has 20 years of professional experience in the field of Cultural Competency, Conflict Resolution, and Community Engagement. This has included, working as a community liaison in the Moundsview School District, a community and cultural coordinator for North St. Paul School District, Coordinating the Scholars Program at Century College, and Director of community engagement and service learning at Bethel University, and Metro State University. He has taught in this field as an adjunct professor, senior Mall of America training officer, and community-training liaison. Shawn is currently a Volunteer State Mediator for Hennepin County. Throughout all of his work experience he has been tasked with the responsibility to teach and conduct cross-cultural, conflict resolution, and community engagement workshops and trainings. He also gained experience from his time living abroad which included living in Guam for 4 years. Also, Shawn spent significant time in Japan, Korea, China, the Philippines, Australia, and South Africa.

Hector R. Matascastillo

MSW, LICSW, Distinguished LETAC Faculty
Hector R. Matascastillo, MSW, LICSW, was born in Guatemala City, Guatemala and was raised in Chicago, Illinois. When he was 17, he joined the Army and served in multiple countries for various operations over a span of 18 years. After his last deployment to Iraq in 2007 as a First Sergeant of an infantry company, Hector left the military and completed the Master of Social Work degree program at Augsburg College in 2010. He is formally trained in, EMDR, DBT, and Healing of Memories protocol and principle-based interventions with an Adlerian theoretical orientation. As a multilingual/multicultural therapist, Hector has worked with the first responder, Latino, Veteran, and SPMI populations from micro to macro level. He works with men and women, focusing primarily on trauma and shame. Hector has a strong background in training and public speaking. He is currently a Director at Life Development Resources, P.A. as well as in his own practice consulting to law enforcement, local governments and serves on multiple community endeavors. Hector also serves as the mental health consultant and crisis negotiator to the South Metro SWAT Crisis Negotiation Team. Hector is currently towards the end of completing his PhD in clinical psychology with a specialty in forensic psychology. He currently resides in St. Paul with his wife children.

Imran Ali

Attorney, Senior Director of Training, Consulting and Investigation Services
Imran is a shareholder with Eckberg Lammers and the Senior Director of Training, Consulting and Investigation Services for the Law Enforcement Training Academy & Consulting (LETAC) team. As a career long trial lawyer, his practice is also focused on Complex Litigation, Personal Injury, and Municipal Prosecution. After serving over seventeen years as a felony-level prosecutor in the state of Minnesota, his extensive experience is recognized both in the courtroom and community. Imran has prosecuted some of the most complex cases in Minnesota. Working with victims of crime has provided Imran with the passion needed to succeed in the courtroom. He has developed law enforcement training programs that employ participates to serve their communities with honor and integrity while being equipped with the appropriate tools in decision-making. Imran has presented at prosecution and law enforcement conferences nationwide.

John French

Director of Law Enforcement Education & Training
John French serves as the Director of Law Enforcement Education & Training for the Law Enforcement Training Academy and Consulting Services (LETAC). His passion centers around teaching, instructing, and consulting with professionals, law enforcement, government entities, schools, and private organizations to enhance their current skills and encourage individual and team performance to enrich communities.A twenty-year law enforcement professional, John served as a Deputy Sheriff for the Ramsey County Sheriff’s Office; Weapons of Mass Destruction Tactical Team Member for Hennepin County Sheriff’s / Homeland Security; Police Officer and Tactical Team Leader for the Brooklyn Center Police Department. Throughout his career, John has engaged law enforcement agencies and officers through education and training. He has conducted Field Training, Crisis Intervention Training, Firearms Training, developed curriculum and casualty training for the Anoka/Hennepin School Districts, developed corporate security training programs, and administered continuing education with the Minnesota Board of Peace Officers Standards and Training. John has trained extensively locally and nationally.

Andrew LeFevour

Attorney, Director of Government Training and Consulting
Andy LeFevour serves as a Senior Attorney for Eckberg Lammers. He is dedicated to public service and engaging law enforcement to better communities through legal consultation, education, and facilitation of ensured legal standards.

Lida Bannink

Shareholder, Attorney
Lida Bannink is a shareholder and the lead attorney in Eckberg Lammers’ labor and employment practice. Lida routinely assists public and private employers in making employment decisions and represents employers in front of court and administrative bodies. Lida practices in both Minnesota and Wisconsin.

Tom Weidner

Shareholder, Attorney
Tom Weidner is a managing shareholder and attorney for the Eckberg Lammers Prosecution and Personal Injury teams. A highly-skilled negotiator and litigator with more than 30 years' experience, Tom aggressively, yet compassionately seeks justice for individuals and families reeling from serious injury or death resulting from the negligence of others. Tom has successfully represented thousands of clients, obtaining millions of dollars in compensation, in all areas of personal injury. He believes no one who has been the victim of someone else's negligence or criminal activity should be forced to face financial crisis and an uncertain future.

Nancy Vague

Distinguished LETAC Faculty
Nancy is an educational leader with over three decades of experience. Throughout her career she has taught and developed sessions on curriculum mapping, instructional design and the impact of race and culture in education. In her roles as principal, district leader and classroom teacher, Nancy has been driven by a sense of urgency to improve outcomes through evidence-based practices and supportive teaching and learning environments.
