The Elite Officer Standards Bundle is designed for officers who want to lead with confidence, credibility, and professionalism on the street and within their organization. This advanced training series goes beyond mandated learning to dive deep into real world experiences, critical decision making, and the evolving standards that define elite law enforcement today. Through in-depth instruction on domestic violence response, gun laws, human trafficking, respectful workplace practices, and advanced use of force considerations, officers will sharpen their judgment, strengthen community trust, and elevate workplace culture. These courses challenge participants to think critically, apply lessons from real cases, and develop the skills needed to navigate complex situations while setting the standard for professionalism, accountability, and respect.

Day 1:

Domestic Violence (4 Credit Hours): This course equips law enforcement officers with the essential skills to intervene effectively on domestic abuse and domestic assault calls by building trust, making proper threat assessments, and providing effective resource and referral strategies. It emphasizes clear communication, active listening, and conflict resolution to allow early intervention at initial calls for service of domestic disputes.

Gun Laws (2 Credit Hours) This course is comprehensive training on state and federal firearms disqualification issues, including domestic violence related convictions, mental health issues, Extreme Risk Protection Orders (ERPOs) and many more. This course will include real life examples, case law, and tips. The course will cover the main legal concepts encountered when processing permits to purchase or carry, as well as the process and rules regarding ERPOs

Professional Presence & Workplace Behavior (2 Credit Hours): This workshop provides law enforcement professionals with a clear, practical framework for positive workplace behavior. Participants will explore how individual actions, communication styles, and daily interactions shape agency culture. Using real-life scenarios and guided exercises, the session connects personal growth with professional expectations, emphasizing the importance of ortho-proxy (right action) alongside ortho-doxy (right belief)

Day 2:

Human Trafficking (4 Credit Hours): This 4-hour course on the fundamentals of human trafficking will guide participants through MN laws and criminal elements and then using those laws to provide strategies for identifying and investigating these cases. The course will cover victimology, interviewing strategies, evidence collection and putting those pieces together in the formation of an investigation. The course will provide real content from recent investigations to articulate the identification and investigative process. This course is designed as an introduction to human trafficking cases for patrol response and proactive policing.

Use of Force in Practice: Tabletop Scenarios Based on Recent 8th Circuit Case Law (4 Credit Hours): This four-hour interactive training provides law enforcement professionals with a practical, scenario-driven understanding of modern use-of-force law through analysis of recent United States Court of Appeals for the Eighth Circuit decisions. Moving beyond lecture-style legal updates, this course uses structured tabletops and decision-making scenarios to place officers in real-world situations derived from actual appellate cases. Participants will examine how courts evaluate officer conduct under the Fourth Amendment’s objective reasonableness standard and evolving qualified immunity analysis, emphasizing totality-of-circumstances review and pre-seizure decision-making. Each scenario is grounded in actual appellate rulings, allowing officers to understand how courts interpret officer actions after the fact — and how policy, training, and articulation can shape legal outcomes.

Imran is a distinguished trial lawyer and shareholder at Eckberg Lammers, bringing two decades of legal expertise to his role as the Executive Director of Training, Consulting, and Investigation Services (LETAC). Imran's commitment extends beyond the courtroom, where he has successfully handled intricate cases, including homicide, sexual assault, and human trafficking. With a passion for victim advocacy, Imran has become a prominent figure in the criminal justice profession, training judges, law students, and thousands of law enforcement professionals nationwide. Recognized for his outstanding contributions, he was named Minnesota Attorney of the Year in 2016 and 2020, solidifying his reputation as a legal luminary dedicated to upholding justice with honor and integrity.

Dr. Shawn Moore

Director of Organizational Culture and Equity
Dr. Shawn Moore is a former Police Officer for Brooklyn Center Police Department. He has 20 years of professional experience in the field of Cultural Competency, Conflict Resolution, and Community Engagement. This has included, working as a community liaison in the Moundsview School District, a community and cultural coordinator for North St. Paul School District, Coordinating the Scholars Program at Century College, and Director of community engagement and service learning at Bethel University, and Metro State University. He has taught in this field as an adjunct professor, senior Mall of America training officer, and community-training liaison. Shawn is currently a Volunteer State Mediator for Hennepin County. Throughout all of his work experience he has been tasked with the responsibility to teach and conduct cross-cultural, conflict resolution, and community engagement workshops and trainings. He also gained experience from his time living abroad which included living in Guam for 4 years. Also, Shawn spent significant time in Japan, Korea, China, the Philippines, Australia, and South Africa.

Randy McAlister

LETAC Faculty
Randy McAlister took over as Chief Executive Officer for Crisis Consulting International (CCI) in July 2024 after volunteering with the organization since 2015 and retiring from a career in law enforcement in March of 2024. CCI is a non-profit that provides crisis and hostage/kidnapping consulting services, management and training to the international faith-based humanitarian, aid, and missions community. He is also owner of McAlister Threat Management which provides threat assessment and management consulting and training. In his twenty-six-year law enforcement career Randy McAlister held many assignments and retired as a Captain/Deputy Director of Public Safety for the Cottage Grove (MN) Police Department in charge of investigations and threat management. Throughout his career he served as a patrol officer/paramedic, investigator, detective sergeant, and fourteen year county-wide multijurisdictional SWAT team member where he retired as a team commander. Mr. McAlister has been a member of the Association of Threat Assessment Professionals (ATAP) since 2010 and focused the second half of his law enforcement career on targeted violence prevention and criminal investigations. He has conducted hundreds of hours of training around the country for multi-disciplinary audiences in the areas of stalking investigations & management, domestic violence management, workplace violence prevention, K-12 education and higher education violence prevention, and active and mass shooting prevention. Additionally, in 2015, he co-founded the first community-based multi-disciplinary threat assessment team in Minnesota and the Dakotas. In that same year, he became one of the first Certified Threat Managers in the country through ATAP. In 2017, Mr. McAlister started one of the first department-based threat management units in the state as well as one of the early police patrol crisis intervention units in the state with CIT trained officers. During the last three and a half years of his law enforcement career, Mr. McAlister served as a task force officer (TFO) with FBI-Minneapolis’s Joint Terrorism Task Force (JTTF). In this role, he served as the field office’s Threat Management Coordinator (TMC) Liaison implementing the FBI’s Behavioral Analysis Unit (BAU-1)/Behavioral Threat Assessment Center’s (BTAC) Threat Assessment & Threat Management (TATM) program. The TATM program was designed to proactively identify potential cases of terrorism and targeted violence and interrupt the subject’s movement toward violence by leveraging local partnerships and local interventions. In addition, since 2021, he has been a Master Trainer with the U.S. Department of Homeland Security’s National Threat Evaluation & Reporting (NTER) program. Prior to starting in law enforcement in 1998, Mr. McAlister worked for eight years as an emergency medical technician and paramedic at Abbott Northwestern Hospital’s (Minneapolis, MN) emergency department and also with North Ambulance (Minneapolis, MN)—an urban, level 1 trauma center ambulance service. Randy holds a Master of Arts degree from Concordia University (St. Paul, MN) in criminal justice leadership, a Bachelor of Arts in organizational studies from Bethel University (Arden Hills, MN) and an Intensive Care Paramedic certificate from Century College (White Bear Lake, MN).

Joe Van Thomme

Attorney
Joe is a shareholder at Eckberg Lammers and a lead criminal prosecutor for our Municipal practice. He handles all aspects of misdemeanor prosecution—from charging through trial, sentencing, and probation violations. In addition to his legal practice, Joe provides foundational training for law enforcement on report writing, courtroom testimony, and mock trials. He authored the Minnesota Firearms Prohibitions Guide and regularly presents on legal issues impacting public safety. Known for his candid communication style and strategic legal approach, Joe is skilled at navigating complex situations to achieve strong results for his municipal clients.

Paul Kroshus

Detective
Detective Paul Kroshus completed a Bachelor’s Degree in Psychology/Criminal Justice from the University of Wisconsin, River Falls. Detective Kroshus is a license Police Officer in the State of Minnesota and has served with the Woodbury Police Department since 2001. Detective Kroshus also served as a licensed Police Officer in the State of Wisconsin from 1999-2001. Detective Kroshus has served as an Investigator since 2009 with various investigative responsibilities and experiences. Detective Kroshus has over 15 years of experience in reactive and proactive investigations for various types of crimes to include homicide, robbery, burglary, theft, narcotics, prostitution, problem property, retail interdiction, hotel interdiction, digital forensics, human trafficking, and organized crime. Detective Kroshus served as a Narcotics and VICE detective as a member of the Washington County Narcotics Task Force for between 2009-2014. Detective Kroshus served on the Woodbury Police Department’s Special Investigations Unit in 2014 with a focus on proactive and covert investigations. In 2016 Detective Kroshus focused his investigative efforts into Human Trafficking and was a member of the East Metro Human Trafficking Task Force between 2018-2023. Detective Kroshus is currently a member of the Minnesota Bureau of Criminal Apprehensions Human Trafficking Investigators Task Force where he has served since 2023.
